Write to the Ohio Power Siting Board

Before a major utility facility can be constructed, a certificate of environmental compatibility and public need must be obtained from the OPSB. The application for a certificate is a formal process that incorporates public comments and legal proceedings allowing cross-examination of the applicant and intervenors.

Currently, Eastern Cottontail Solar is in the Pre-Application process.

The process allows anyone to provide public comments at scheduled meetings and the desire of the community to be heard.  The criteria “That the facility will serve the public interest, convenience, and necessity” has been a crucial factor in denying several recent applications, this is the area we can have the biggest impact.

It is important that your voice be heard by the OPSB.  Once an application has been filed with the OPSB, the OPSB process is THE place where the opposition by the community, the trustees, and county commissioners are formally lodged.

“Interested persons are encouraged to submit informal written comments to the OPSB. In order to be filed in the public comments section of the case record, submissions must include the case number. These comments inform the Board, as well as the staff during its investigation, but do not carry the same weight as the sworn testimony presented at the local public hearing.”

Contact Local Government and Write Letters

  • Local governments have a responsibility to represent the community
  • Request that they seek concerns/information/opinions from the community
  • Request that they represent the community throughout the application process
  • Encourage them to plan ahead and work with other townships
